The UWW decided to send instead of disqualified wrestlers those who lost the fights for the quota at those qualifying tournaments where the quotas were won by the excluded Russians, but only representatives of Europe.
For example, at the European qualification in Baku, the quota was won by Russian Magomedhabib Kajimagomedov, but he was not allowed to participate in the Olympics. Kajimagomedov's quota could have been given to Timuraz Salkazanov (Slovakia) or Frank Chamizo (Italy), but since Salkazanov himself won the quota at the world tournament, Chamizo, who lost the final fight for the quota to Turan Bayramov (Azerbaijan), will receive the quota.
