NEW TOURNAMENT FORMAT
A new eight-team final tournament will be held in Albania in 2025.
Qualification:
The qualifying tournament consists of two stages, now called round 1 (autumn) and round 2 (spring). Both rounds are held as mini-tournaments in the same country.
Round 1:
Round 1 is open to all entered teams, including the hosts of the final tournament (who currently do not participate in the qualifying tournament, but in the new format their place in the final will be guaranteed). Participants will be split into 14 groups of four or three teams, depending on the number of participating associations.
Based on the results of the first round, 28 teams qualify for the second round of League A (the top 2 teams from each group) and the rest for League B.
In subsequent seasons, the results of the 1st round will be taken into account in the draw.
Round 2:
In League A, 28 teams will be split into seven groups of four teams each. The seven group winners will qualify for the final tournament along with the hosts. If the hosts are among the seven group winners, the top second-placed teams will also qualify for the final tournament.
The seven fourth-placed teams in the League A groups will be relegated to League B for the 1st round of the U19 EURO qualifiers. Thus, the worst teams from League A at U17 will already be playing in League B at U19 in the 2026/27 season.
In League B, the teams will be divided into seven groups of four or three teams, depending on the number of participants. The seven winners of League B will be promoted to League A to play in Round 1 of the U19 qualifiers.
The draw for Round 2 will take place in December.
Based on the results of the U17 European Championship, teams will qualify for the FIFA World Cup.
From 2025, the FIFA U17 World Cup will become an annual 48-team tournament and UEFA EURO 2024/25 will act as a qualifier for Europe. Qatar has been announced as the host of the first five annual U-17 World Cups between 2025 and 2029.
